They are required by law to go with the lowest bidder unless they can find compelling evidence against using them. They scrutinize contracts and bidders as best they can. The scrutinization is being done by gov employees for goodness sakes. You can't expect a lot from them, it is what it is.

it's sad that tax dollars are paying for this garbage and they can't effectively find a company that can do it at a decent price and do a good job. But after all I worked for the arkansas state government at one point and it's a cluster fuck of incompetent people

Does that original $188m cover materials and supplies?  I assume it does.  $188m (or $138m after penalty) seems like a lot of money for a 5 mile long project.  I'm not in this line or work so maybe someone who is can chime in.  I'm wondering if that low bid is a function of really being low or the bid was high enough that they don't really give a shit how long the job takes.

It is possible they factored a bunch of ld into the bid. You would have to look at the other bids to have an idea what the job was worth. They might have lowballed it, but that is doubtful.

a lot of the project was bridge work over the Saline River.  Bridge work is much more expensive than regular road work.

The mountain is named after the Shinall family that owned most of the land. 
When they created the neighborhood they wanted a "fancy" French feel to it and changed it to Chenal.
