What do you do in this situation?  There's nothing that can improve the standard of living there. It would be very hard to justify investing insurance or aid money to rebuild a town destined for poverty.

While all this is true, it's a little misleading.  Poverty in Little Rock isn't exactly poverty there.  It's similar in age to a lot of small towns in the delta, and you can buy a 3br/1.5 bath brick home for $30k in a lot of places.  Of course, it was likely built by Moses when he was practicing to build the boat, so there's that.

Other things like transportation and food cost pretty much the same as they do in Jackson, but housing is pretty damn cheap in a place like that.

FEMA will offer them Katrina trailers and a $40 gift card to Dollar General and get some publicity out of it until the news cycle moves on.
