Not impossible but unlikely he did it playing the ball down or the tips. I haven't played in almost two years and shot a 39 on the back nine of a course I've never played. Played it down, but two up from the tips. Still takes hitting the ball well and putting good to put up a true good score.

I used to play with my BIL a lot. He'd hit so many bad shots and never putt it out. Always carding a mid to low 80's. Even when I obviously played better, I always took pride in keeping a real score, even if it was 100. Probably something similar here.

Haven't played either yet this year.  Dad has had health issues and hasn't been able to play for about the last six months.  He's finally just started back on a very limited basis. 

They both look good driving through.  Did you play in the four ball this weekend?

I don't see what the big deal is; I shoot 76 every time I play, usually by the 14th hole.
