You'd have to have a players union.  You'd have to have schools on a collective group, like this super conference that is coming.  Those schools would have to all agree to recognize the union. Or you have a strike.  This much money floating around secretly is going to obviously result in additional chaos, chicanery, and conflict. 

With the money being secret, how many players will be suckered by con artists, crooked preachers, and investors?  How many will have parents that steal their money.  How many will spend their money on hookers blow and rides?
