Let me start by saying I don't know Tom Mars. Just from the public statements he has made and the other sports related lawsuits he has handled, I am really surprised he would take on something to help the institution involved rather than the player, so I was surprised to see this:

I don't get it. If the contract with the player contains a buyout clause, are schools just ignoring the contract when a player transfers? I don't know why HY would need to announce that Arkansas would hold the other party accountable. Seems like that would be fairly straight forward legally.

Good for Arkansas, I guess, for ensuring the contract is followed. It blows my mind that one party wouldn't hold the other party to the terms though.

That Mulipola is legit. A good buddy of mine is the brother-in-law of the team he came from. He says it doesn't matter what level of football he came from, the dude can play. Says the only reason he portaled is he has kids. And he's old AF too, pretty sure he was born in like 1999 or 2000 so he will be 25 or 26 when the season starts.
