Rule 9-3-6: Defensive Holding

"Defensive players may not use their hands and arms to hook, lock, clamp, grasp, encircle or hold in an effort to restrain an opponent other than the runner."

Approved Ruling 9-3-6-I:

"Defensive back holds an eligible receiver beyond the neutral zone during a legal forward pass play: Foul, 10 yards and automatic first down."

Legal forward pass play, meaning the QB has to be behind the line of scrimmage. Either the flag got hung up on the ref's belt or it was definitely thrown well after he crossed the line.
