Are you hitting user actions on the topic you want to reply to, then reply? That works for me.

You have to open the topic, then hit User Actions at the bottom. If you are doing this, I have no answer.

Hit "User Actions" then "Reply".  Under the text box you will see "Attachments and Other Option".  Click on that.  The rest should be familiar.

You can also skip all that and hit "Preview".  You will end up at the text box and see "Attachments and Other Options".
