Ah, just figured out how to set the time per user.

It's not the board function but user function.

Also in look and layout, there's an option to set your OWN timezone.  My times are correct for me now.  CST.

the screen attachment thing is ONLY in the REPLY button, not the quote button.  The quote button only takes you to "quick reply" which as of now doesn't have the attachments googoo.   

and maybe the look and feel stuff only works for admins.

I can give my brief take on it. When you attempt to transfer custody of an entity like woopig, it has to be done on a more official basis than a handshake. The new custodians have to have passwords and contact info transferred.  If you don't get that done, notices about the server lapsing aren't seen and then the ability to log in and fix things isnt available.
