Imagine the same scenario for the basketball tournament in wherein the NCAA announces the #1 and #2 seeds one day and the rest of the field another.

It'd be one thing if there was no connection between schools and hosting sites (as is the case in basketball), but just announcing one round of teams is sort of dumb.
