Parsons isn't due yet.  Still two years on his rookie deal.  Plus franchise years.  He might get traded for picks but that would be too smart for them.  The media has been asking for an extension because he's eligible but as a 1 pick he got a fifth year tacked on.  No reason to care about his feelings yet.  Has to play.

Until they post the contract on spotrac don't know the exact hit to cap, and we don't know what happened to the 3 void years on Daks old deal that was another $40 mil.  Or if there are more void years. 

If he were to sign parsons at the expected $40mil a year you'd have three players eating almost half the cap.
