I'm no baseball umpire, but I'm pretty sure that's a "catcher's balk" on that play.

A catcher's balk (often called catcher's interference) is an infraction where the catcher illegally hinders a batter's ability to hit the pitch. Even though the catcher commits the error, the penalty is officially charged to the pitcher as a balk. This awards the batter first base and advances any baserunners.

While it's considered an informal term, it typically happens in one of two ways:
1. The Catcher's Box Violation. What happens: With runners on base (especially during a steal of home or a squeeze play), the catcher steps out of the catcher's box or in front of home plate to receive the ball before the pitch is released.
