It should be. Low starting expectations always produce low outcomes.

I understand that poverty and achievement more often than not follow a trend line, but too many people write kids off from the start and make those excuses. They may not get there, but I sure expect them to try like hell to along the way.

My theory is that if public schools had the same freedom to make decisions to do what was best for their student body instead of being tied to so many bureaucratic rules, they too could have better outcomes.

You should know that equity as it pertains to outcome always involves lowered expectations for the whole.
