Nope.  I've been on Corps of Engineers projects where the low bidder was thrown out for not being responsible.  ARDOT is just lazy.

They will throw out a bid if they think it's not enough money to do the job. They do give the bidder a chance to make their case that the bid is high enough to get the job done right. If ahtd comes to the conclusion that it's not, out goes that bid.

Yep I've never dealt with this shit over the last 19 years. No way. The concept of a responsible bidder does t exist. Mistakes have never been made regarding the qualification of public bids, beyond looking only at the bid price. Never ever.

Not a melt, just not wasting time on.... basically on you.  Same response that you get in any other thread too.  Multiple states, FAA, USACE, and NAVFAC projects that I have personally been involved in have not gone strictly to the lowest bidder.  The way ARDOT does things is only stupid because it's how they choose to do them, not simply because they're just following some law.
