Actually that one is on Parcells.  Payton was the OC and Parcells indicated he was retiring but he did that every year going back to Giants. Jerry had upped Payton's pay to keep him here but Parcells decided he was coming back in 06 and Payton left for Saints.  The smart thing is Payton, who had found Romo, tried to take him to Nola but Jerry nixed that. An opportunity missed.
