If the NCAA wanted to get serious about cheating, they would stop with all the vacating wins BS and force a team to hire Chad Morris for a set period of time. Then you'd start seeing results.

Clock rules changes:

(1) prohibiting consecutive timeouts (ie, icing kickers)

(2) no longer extending a first or third quarter for an untimed down if the quarter ends on a defensive penalty (the down would be clocked starting the next quarter).

(3) the clock will continue to run after an offense gains a first down except inside of two minutes in a half. 

(4) the clock will run after an incomplete pass once the ball is spotted

For #4, does that mean that intentional grounding spiking of the ball in the last few seconds of a game will be made pointless?

All of those make sense except for #4.  I don't like the fact that it doesn't give receivers time to get back to the original line of scrimmage in a hurry up situation.

I don't like the clock spike anyway.  That needs to go away, but not at the expense of the clock stoppage on a normal incomplete pass.  To stop the clock a QB should have to throw a pass in the vicinity of an eligible receiver, with the same intentional grounding rules as any other pass.  If Jonny Moxon can hit the mascot with a throwaway pass, today's quarterbacks can do it as well.

I think #4 was discussed, but it is not a rule change this year.  The major rule changes are #1, #2, and #3 you listed above.

You are correct.  The article I read was from March and discussed proposed changes.  1-3 were all instituted.
